I have confirmed with the State Water Board that its mailroom stamped your 
petition received on January 12.  The State Water Board has therefore 
considered the petition timely, and continues to consider it so.

Dear Mr. Sawyer

Thank you for your letter of 06/01/2010.  Therein you state that I submitted
my appeal on 01/14/2010.  My copy is date stamped by your mail room 01/12/2010.
Is your 01/14/2010 date a typo, or is there some underground regulation
afoot that says it is not filed until it reaches the desk of some unknown
person within the SWRCB?  01/14/2010 would seem to be a day late depending
on what rules you are using for deadlines, and I would hate to be dismissing
this only to find out that you were ultimately going to reject my appeal as
not being timely.

Please clarify.  Thank you.
