    Draft budget resolution:
    
    WHEAREAS the federal budget impasse in Washington D.C. has added to the budget
    woes of the California State Government in Sacramento,
    
    WHEAREAS the budget woes in Sacramento have had a harmful effect on the
    budgets of counties, cities, and districts throughout the state of 
    California,
    
    WHEAREAS solutions exist to these problems which have been ignored,
    
    WHEAREAS one such solution is the attached draft U.S. Budget which 
    contributes more than $16,000,000,000 per year in cost savings to
    California's state government,
    
    WHEAREAS this same draft U.S. budget offers California counties, cities,
    and districts the opportunity to offload portions of their healthcare
    burden and healthcare portions of their workers' compensation burden
    while improving healthcare for their staffs,
    
    WHEREAS this same draft U.S. budget contains provisions that some might
    consider onerous and unacceptable but also produces a federal surplus of
    more than a third of a trillion dollars this year leaving ample room for
    negotiation and phasing,
    
    NOW, THEREFORE, the [entity] does hereby request Governor Jerry Brown
    to consider this draft U.S. budget, to add his support to it, to solicit
    support from his fellow governors, and to present a unified demand from
    all the states to Congress to adopt this U.S. budget.
