VOTING RIGHTS RESOLUTION


1) Congress finds that over the centuries the Federal Government and various states and their subdivisions have interfered with the right to vote of the people through systemic racism, Jim Crow laws, gerrymandering, restrictions on access to the polls, exclusionary registration laws, and so on, and therefore resolves,

2) It shall be the policy of the United States to encourage the widest possible access of the people to vote and discourage the placing of obstacles in the way of voting.
